Nancy Cartmill, President, called the regular meeting of the Cabell County Commission to order at 10:00 a.m.

Anne Yon, Commissioner, moved to nominate Nancy Cartmill as President of the Cabell County Commission for 2012. Robert L. Bailey, Commissioner, seconded the motion and the vote was unanimous.
Anne Yon, Commissioner, moved to nominate Robert L. Bailey as President Pro tem of the Cabell County Commission for 2012. Robert L. Bailey, Commissioner, seconded the motion and the vote was unanimous.
APPROVE:
Robert L. Bailey, Commissioner, moved to approve the agenda as presented. Anne Yon, Commissioner, seconded the motion and the vote was unanimous.
Anne Yon, Commissioner, moved to approve purchase orders #12-38875 through #12-39113 and pay jackets. Robert L. Bailey, Commissioner, seconded the motion and the vote was unanimous.
Robert L. Bailey, Commissioner, moved to approve erroneous assessments, land consolidations, split tickets and probate documentation. Anne Yon, Commissioner, seconded the motion and the vote was unanimous.
Robert L. Bailey, Commissioner, moved to approve handwritten checks to Highmark West Virginia and Fort Dearborn Medical Life, not to exceed $100,000.00, from the Cabell County Medical Insurance Fund. Anne Yon, Commissioner, seconded the motion and the vote was unanimous.

Anne Yon, Commissioner, moved to approve P-Card Access and Approval for Suzanne Sowards and a P-Card ghost account for Amanda Ross. Robert L. Bailey, Commissioner, seconded the motion and the vote was unanimous.

RE: AN AMENDED ORDINANCE PROVIDING
FOR THE ANNEXATION OF 24.78 ACRES OF
ADDITIONAL TERRITORY INTO THE CORPORATE
LIMITS OF THE CITY OF MILTON, CABELL COUNTY,
WEST VIRGINIA CODE SECTION 8-6-4
J. Robert Leslie, Milton City Attorney, presented a copy of the amended ordinance to the Commission that was prepared following procedures for an annexation without election. Mr. Leslie stated that the 24 acre tract of land to be annexed was contiguous with the city of Milton, and housed the Hidden Brook Apartment complex and the Rose Terrace Nursing Home. Mr. Leslie went on to say that there were 16 qualified voters identified in the area, and the property owners had made the initial request to the city of Milton for the area to be annexed.
William Watson, County Attorney, stated that he had reviewed the documentation and found it to meet all statutory requirements, and recommended that the Commission move to approve.
Robert L. Bailey, Commissioner, moved to approve the amended ordinance providing annexation of 24.78 acres into the corporate limits of the City of Milton. Anne Yon, Commissioner, seconded the motion and the vote was unanimous.

RE: MOTION TO APPOINT A CURATOR AND TO APPOINT
SHERIFF AS ADMINISTRATOR; AND MOTION TO
CONTINUE HEARING OF ABOVE MOTION
William Watson, County Attorney, stated that Mr. Peyton was unable to attend the meeting due to a scheduling conflict. Mr. Lockwood, Mr. Turner, and Mr. Peyton all agreed to reschedule for the meeting of January 19th.
Robert L. Bailey, Commissioner, moved to reschedule the hearing for the meeting of January 19, 2012. Anne Yon, Commissioner, seconded the motion and the vote was unanimous.
#004 RESOLUTION, CABELL COUNTY COMMISSION
RE: IN THE MATTER OF ADVERTISEMENTS FOR SEALED
BIDS TO PROVIDE A NEW FIRE ALARM SYSTEM AT
THE CABELL COUNTY COURTHOUSE
Connie Gray, Administrator for Grants, Planning, and Permits, stated that bids for a new fire alarm system would be opened on February 2, 2012, with a mandatory pre-bid conference on January 18, 2012 to be held in the Commission chambers. Mrs. Gray explained that the funds for the project would come from the West Virginia Courthouse Facilities Improvement Authority.
Anne Yon, Commissioner, moved to approve the advertisement for bids for a new fire alarm system for the Cabell County Courthouse. Robert L. Bailey, Commissioner seconded the motion and the vote was unanimous.
#005 RESOLUTION, CABELL COUNTY COMMISSION
RE: IN THE MATTER OF AN APPOINTMENT TO THE
CABELL-HUNTINGTON BOARD OF HEALTH
Robert L. Bailey, Commissioner, moved to appoint Kevin Yingling, M.D., as a member of the Cabell-Huntington Board of Health. Anne Yon, Commissioner seconded the motion and the vote was unanimous.

#006 IN THE MATTER OF FISCAL YEAR 2010-2011 AUDIT OF
CABELL COUNTY’S FINANCIAL STATEMENT
RE: AUTHORIZE THE PRESIDENT OF THE CABELL
COUNTY COMMISSION TO SIGN UNIFORM
CONTRACT AGREEMENT WITH SUTTLE AND
STALNAKER, PLLC
Chris Tatum, County Manager, stated that the Cabell County Audit Committee recommended the firm of Suttle and Stalnaker to perform the audit of the financial statement for fiscal year 2010-2011. Mr. Tatum stated that the firm was one of three that the committee reviewed, and based upon score sheets provided by the West Virginia State Auditor, Suttle and Stalnaker ranked highest.
Anne Yon, Commissioner, moved to approve the contract agreement with Suttle and Stalnker, PLLC to perform an audit of the financial statement for fiscal year 2010-2011. Robert L. Bailey, Commissioner, seconded the motion and the vote was unanimous.
GOOD AND WELFARE CABELL COUNTY
Robert L. Bailey, Commissioner, stated that on Monday January 9, 2012, Senator Joe Manchin would be at the Milton Senior Citizen’s Center from 5:30 p.m. to 7:30 p.m., to discuss local issues.
Chris Tatum, County Manger, stated that the CVB would be hosting a celebration for the 203rd birthday of Cabell County, from 11:00 a.m. to 3:00 p.m. on January 6, 2012. Mr. Tatum stated the Commissioners were to be in attendance for the cake cutting ceremony.
A representative from the Attorney General’s office appeared to thank the Commission for the opportunity to distribute information regarding consumer protection to Courthouse patrons.
