SPECIAL COMMISSION MEETING (BUDGET)

WEDNESDAY, MARCH 16, 2011

Nancy Cartmill, President, called the Special Commission Meeting to order to discuss the budget to order at 9:00 a.m.

 

                                    FISCAL YEAR 2011-2012 BUDGET DELIBRATIONS WITH

                                    ELECTED OFFICIALS

 

THOMAS W. MCCOMAS – SHERIFF   

 

Thomas McComas, Sheriff, stated his budget was about the same as last year, however, he did need a copy machine and a full time or part time employee for the Ona Office.  Sheriff McComas also requested eight new deputies and salary increases for his employees.

 

THOMAS MCCOMAS & OSCAR ADKINS – HOME CONFINEMENT   

 

Sheriff McComas stated that Home Confinement would need the narrow band radios, a secure cabinet, three tables and Net Books.

 

Sheriff McComas discussed with the Commission the need to protect the Command Post Vehicle.

 

ADELL CHANDLER – CIRCUIT CLERK   

 

Adell Chandler, Circuit Clerk, requested a $1,000 salary increase for her employees, the need for an additional employee and an increase in her office supplies.  Mrs. Chandler informed the Commission that she had three employees with college degrees and believed that they should be consider for an additional salary increase of $500.00.  Mrs. Chandler also discussed an imaging system with the Commission. 

 

KAREN S. COLE – COUNTY CLERK  

 

Karen Cole, County Clerk, requested a salary increase for her employees and two additional employees.  Mrs. Cole stated that she would like to have an employee to back up the Accounting and Payroll Departments and the other employee would be a back-up for the Probate and the Record Room Departments. 

 

Mrs. Cole also stated she would need extra funds for travel as she has been assigned to several different committees within the County Clerk’s Association.  Mrs. Cole further stated she would need an increase in the election line item, due to the extra elections, NCOA and redistricting. Mrs. Cole went on to say there would be an increase in rental for polling locations and an increase in professional services to pay the extra poll workers.

OTTIE ADKINS - ASSESSOR

 

Ottie Adkins, Assessor, stated his budget was the same except for longevity and he was reducing his staff by one employee.

 

CHRISTOPHER CHILES – PROSECUTING ATTORNEY   

 

Christopher Chile, Prosecuting Attorney, requested a salary increase for his employees and provided documentation on the salaries of other Prosecuting Attorney’s offices in other counties.  Mr. Chiles also requested one new employee and an increase in his line item for training. 

 

Nancy Cartmill, President, recessed the meeting at10:40 a.m., until Thursday, March 17, 2011, after the regular Commission meeting.

                                    ANNE YON, COMMISSIONER

                                    CHRIS TATUM, COUNTY MANAGER

                                    RHONDA MONTANEZ, PURCHASING ASSISTANT

 

Nancy Cartmill, President, reconvened the Special Commission meeting at 11:00 a.m.

 

Chris Tatum, County Manager, went over the line items with the Commission and stated he had placed salary increases of $1,000 for each employee in the budget. 

 

The Commission discussed the Animal Shelter, repair of sidewalks around the Courthouse and several other items.

 

Anne Yon, Commissioner, moved to go into Executive Session to discuss personnel.  Robert L. Bailey, Commissioner, seconded the motion and the vote was unanimous.

 

The Commission recessed at 11:40 a.m.

 

The Commission reconvened the meeting at 12:25 p.m., with no action taken.

 

Nancy Cartmill, President, recessed the Special Budget meeting at 12:25 p.m., until Tuesday, March 22, 2011, at 10:30 a.m.

ABSENT:                   RHONDA MONTANEZ PURCHASING ASSISTANT

 

Nancy Cartmill, President, reconvened the Special meeting at 10:30 a.m.

 

Robert L. Bailey, Commissioner, moved to approve going into Executive Session to discuss personnel.  Anne Yon, Commissioner, seconded the motion and the vote was unanimous.

 

The Commission went into Execution Session at 10:31 a.m.

 

The Commission came back into regular session at 11:35 a.m., with no action taken.
