Robert L. Bailey, President Pro-Tem, called the regular meeting of the Cabell County Commission to order at 10:00 a.m.

Anne Yon, Commissioner, moved to nominate Nancy Cartmill as President of the Cabell County Commission for 2011. Robert L. Bailey, Commissioner, seconded the motion and the vote was unanimous.
Robert L. Bailey, Commissioner, moved to nominate Anne Yon as President Pro-Tem of the Cabell County Commission for 2011. Anne Yon, Commissioner, stated she believed that Commissioner Bailey should be President Pro-Tem as he has had more experience. Motion died for lack of second.
Anne Yon, Commissioner, moved to nominate Robert L. Bailey as President Pro-Tem of the Cabell County Commission for 2011. Nancy Cartmill, Commissioner, seconded the motion and the vote was unanimous.
APPROVE:
Robert L. Bailey, Commissioner, moved to approve the agenda as presented. Anne Yon, Commissioner, seconded the motion and the vote was unanimous.
Anne Yon, Commissioner, moved to approve purchase orders #11-29575 through #11-29858 and pay jackets. Robert L. Bailey, Commissioner, seconded the motion and the vote was unanimous.
Robert L. Bailey, Commissioner, moved to approve erroneous assessments, land consolidations, split tickets and probate documentation. Anne Yon, Commissioner, seconded the motion and the vote was unanimous.

Robert L. Bailey, Commissioner, moved to approve handwritten checks to Mountain State Blue Cross and Blue Shield Company and Fort Dearborn Medical Life, not to exceed $100,000.00, from the Cabell County Medical Insurance Fund. Anne Yon, Commissioner, seconded the motion and the vote was unanimous.
#001 RESOLUTION, CABELL COUNTY COMMISSION
RE: RECLASSIFICATION – CCEMS
Robert L. Bailey, Commissioner, moved to approve the reclassifications of Nicole Hazelette Wheeler and Brian Craft as temporary full time EMTs with CCEMS, effective January 7, 2011, with a rate of pay of $7.8948 per hour. Anne Yon, Commissioner, seconded the motion and the vote was unanimous.
#002 AGREEMENT, CABELL COUNTY COMMISSION
RE: CENTRAL FREEWILL BAPTIST CHURCH
EASTER EGG HUNT – APRIL 23, 2011
Robert L. Bailey, Commissioner, moved to approve the agreement between the County Commission and the Central Freewill Baptist Church to use the Courthouse grounds for an Easter Egg Hunt on April 23, 2011, from 10:30 to 1:00 p.m. Anne Yon, Commissioner, seconded the motion and the vote was unanimous.
#003 RESOLUTION, GENERAL FUND, STATE BUDGET
REVISION #6, FY 2010-2011
Robert L. Bailey, Commissioner, moved to approve General Fund State Budget Revision #6. Anne Yon, Commissioner, seconded the motion and the vote was unanimous.

#004 EXECUTIVE SESSION REGARDING PERSONNEL MATTERS
Robert L. Bailey, Commissioner, moved to go into Executive Session to discuss personnel matters. Anne Yon, Commissioner, seconded the motion and the vote was unanimous.
The Commission recessed the meeting at 10:05 a.m.
The Commission reconvened the regular session at 10:50 a.m., with no action taken.
Stephen Zoeller, County Manager, presented his letter of resignation to the Commission.

Nancy Cartmill, President, moved to accept the letter of resignation from Mr. Zoeller. Anne Yon, Commissioner, seconded the motion and the vote was a follows:

Robert L. Bailey, Commissioner, stated he wanted the record to show he opposed the resignation because he believed this to be a political firing. Commissioner Bailey further stated that Mr. Zoeller was a good family man and a good County Manager and the other two Commissioners had not given him a good reason except they did not like the way he manages. Commissioner Bailey went on to say that Chris Tatum would become interim County Manager and he does not have anything against Mr. Tatum, however, he believed Mr. Tatum was not qualified to prepare the county budget.
Commissioner Bailey stated that when former County Manager, Glenn White, was fired, he was given three months to find a job and he believed Mr. Zoeller should have been given the same courtesy.
Nancy Cartmill, President, moved to appoint Chris Tatum as interim County Manager until the position could be advertised. Anne Yon, Commissioner, seconded the motion and the vote was as follows:

Nancy Cartmill, President, adjourned the regular Cabell County Commission meeting at 11:05 a.m., until the next scheduled meeting on Thursday, January 20, 2011, at 10:00 a.m.
