W. Scott Bias, President, called the Special Meeting of the County Commission to order at 10:00 a.m.
#106 CONDITIONAL ACCEPTANCE LETTER FROM
THE
WEST VIRGINIA AUDITOR FOR THE LEVY -
ENTERED
AS PART OF THE RECORD
Stephen Zoeller, County Manager, stated the Commission received notice of conditional approval of the levy estimate (budget). Mr. Zoeller further stated some of corrections were technical but the most substantial correction would be paragraph #2. Mr. Zoeller stated he did not deduct the tax increment financing of approximately $42,000. Mr. Zoeller said he would make the adjustments to reflect this correction. Mr. Zoeller stated the other changes were minor and he would send a letter to the auditor on how these issues would be addressed.
Mr. Zoeller informed the Commission the letter also reflected the budget had been conditionally approved contingent upon receipt of a copy of the signed acceptance agreements for each elected official regarding their salary increases. Mr. Zoeller stated he would like to have the signed acceptance agreements before he responded to the auditor regarding the corrections to the budget.
Stephen Zoeller, County Manager, went over the review and explained to the Commission what corrections would be made to the budget and stated he would give them a copy of the letter to the auditor for review.

CONDITIONAL APPROVAL LETTER
Nancy Cartmill, Commissioner, moved to accept the conditional acceptance letter from the state auditor and to approve authorization for the County Manager to respond. Robert L. Bailey, Commissioner, seconded the motion and the vote was unanimous.
#108 ENTERTAINING OBJECTIONS TO THE LEVY
RATE
William Watson, County Attorney, stated he would like to bring attention to the fact that the notice was posted on the doors regarding the meeting, however, the budget was not published in the newspaper until Tuesday.

Robert L. Bailey, Commissioner, requested the record show there were no objection to the levy rates.
#109 ADOPTION OF LEVY ORDER AND RATE
SHEET
Robert L. Bailey, Commissioner, moved to approve the Cabell County General Fund and the Coal Severance Fund Levy Estimates (Budget) for 2006-2007. Nancy Cartmill, Commissioner, seconded the motion and the vote was unanimous.
W. Scott Bias, President, adjourned the Special Meeting of the Commission at 10:15 a.m., until the next scheduled meeting on Thursday, May 4, 2006, at 10:00 a.m.
