Robert L. Bailey, President, called the special meeting of the Cabell County Commission to order at 1:00 p.m.

FOR THE POSITION OF 4-H CAMP
DIRECTOR
Robert L. Bailey, President, stated that a committee had been formed to interview the applicants for the position of 4-H Camp Director. President Bailey further stated the committee consisted of county employees who would have everyday contact with the director. President Bailey said the committee would be Chris Tatum, Assistant County Manager for Personnel and purchasing, Sharon Ross, Assistant County Manager for Billables and Payables and Pete Meadows, Maintenance Supervisor.
Nancy Cartmill, Commissioner, asked if the Commission was going to make their selection for the director on the committee’s recommendation and President Bailey replied yes they would.
Commissioner Cartmill said she believed it would place undo pressure on the three employees to make such a decision and that was not fair since it was the Commission who hired and fired the committee members. Commissioner Cartmill also stated that she believed it was the responsibility of the Commission to make the decisions on the hiring of personnel.
After a lengthy discussion W. Scott Bias, Commissioner, moved to place also on the interview committee Commissioner Nancy Cartmill and President Robert L. Bailey. Robert L. Bailey, President, seconded the motion and the vote was as followed:

The committee interviewed Kathy and Bart Batten, Gregory and Terri Edens and John and Deborah Blackburn.

The three applicants were asked the following questions:
1. What are the 4-H Director’s main responsibilities?
2. How do your skills relate to the job description of 4-H Camp Director?
3. Briefly describe your proficiency in the following areas: carpentry, electrical, plumbing and HVAC.
4. Please tell us about a process improvement project that you led or facilitated, including the results.
5. What are some short and long-term projects that could improve the camp?
6. Customers/Campers can sometimes put you under a great deal of pressure, what has been you experience in dealing with disgruntled persons?
7. Why should we hire you for this position?
After all the questions had been answered by the three couples, the committee turned their score sheets into Mr. Tatum who then compiled the scores and informed the committee who had the best scores.
W. Scott Bias, Commissioner, returned to the meeting at 2:15 p.m.
Mr. Tatum stated that the scores were very close, however, Gregory and Terri Edens had the highest score.
Robert L. Bailey, President, stated the hiring for the 4-H Camp Director would be placed on the February 10, 2005 agenda.
Robert L. Bailey, President, adjourned the special meeting at 2:30 p.m., until the next regular scheduled meeting on Thursday, February 10, 2005, at 10:00 a.m.
