Robert L. Bailey, Commissioner, called the regular scheduled meeting of the Cabell County Commission to order at 10:00 a.m.

 

APPROVE:

 

W. Scott Bias, Commissioner, moved to approve the agenda as presented.  Nancy Cartmill, Commissioner, seconded the motion and the vote was unanimous.

 

Nancy Cartmill, Commissioner, moved to approve purchase orders #4898 Y through #5140 Y and pay jackets.  W. Scott Bias, Commissioner, seconded the motion and the vote was unanimous.

 

W. Scott Bias, Commissioner, moved to approve erroneous assessments, land consolidations, split tickets and probate documentation.  Nancy Cartmill, Commissioner, seconded the motion and the vote was unanimous.

 

Nancy Cartmill, Commissioner, moved to approve handwritten checks to Mountain State Blue Cross and Blue Shield and Medical Life, not to exceed $100,000.00, from the Cabell County Medical Insurance Fund.  W. Scott Bias, Commissioner, seconded the motion and the vote was unanimous.

 

CITIZENS TO SPEAK:

 

Phil Cline explained to the Commission that after reviewing the information concerning the request from the Huntington Area Early Childhood Council, he did not need to speak on that item.

                                    RE:  HUNTINGTON HIGH GIRL’S SOCCER TEAM

 

W. Scott Bias, Commissioner, moved to approve placing this item on the April 21, 2005 Commission agenda.  Nancy Cartmill, Commissioner, seconded the motion and the vote was unanimous.

                                             RETIREMENT

 

Nancy Cartmill, Commissioner, moved to table this item due to information received from the Public Employee’s Retirement System stating that the county must have a policy in place before approving this item.  Motion died for a lack of a second.

 

William Watson, County Attorney, stated he would suggest preparing a revised policy to be submitted to the state for review and approval and once that policy was enforced, it would take care of this matter.

 

Nancy Cartmill, Commissioner, moved to remove item #115 from the agenda.  W. Scott   Bias seconded the motion and the vote was unanimous.

 

#116                            RESOLUTION, CABELL COUNTY COMMISSION

 

                                    RE:  PLACEMENT OF PROPERTY AND CASUALTY

                                             INSURANCE TO BE EFFECTIVE APRIL 22, 2005

 

Glenn White, County Manager, stated he received quotes from Scottsdale and St. Paul and he would recommend renewing the policy with Scottsdale at the lower premium.

 

Nancy Cartmill, Commissioner, moved to approve the renewal of Property and Casualty Insurance with Scottsdale Insurance Company.  W. Scott Bias, Commissioner, seconded the motion and the vote was unanimous.  Exhibit (A)

                                    RE:  CHILDREN’S MEMORIAL FLAG DAY APRIL 22, 2005

 

W. Scott Bias, Commissioner, moved to adopt the Proclamation designating April 22, 2005 as “Children’s Memorial Flag Day.”  Nancy Cartmill, Commissioner, seconded the motion and the vote was unanimous.  Exhibit (B)

 

#118                            RESOLUTION, CABELL COUNTY COMMISSION

 

                                    RE:  CALLING UPON THE UNITED STATES CONGRESS TO

                                             REJECT PLANS TO PRIVATIZE A PORTION OF THE

                                             SOCIAL SECURITY TRUST FUND

Tim Milne appeared before the Commission requesting the Commission approve a resolution that called for the rejection of plans to privatize the Social Security Benefits by the United States Congress.

 

Nancy Cartmill, Commissioner, asked Mr. Milne who had written the resolution and did they have accurate information.  Commissioner Cartmill stated she believed that the Commission had the responsibility of representing all of the people in Cabell County and she believed this to be a partisan issue.

 

Mr. Milne stated the resolution came from the state AFL/CIO.

 

W. Scott Bias, Commissioner, stated he had made a few modifications of his own to the resolution.

 

After a brief discussion W. Scott Bias, Commissioner, moved to approve the resolution to reject plans to privatize a portion of the Social Security Trust Fund.  Robert L. Bailey, President, seconded the motion and the vote was as followed:  Exhibit (C)

#119                            RESOLUTION, CABELL COUNTY COMMISSION

 

                                    RE:  APPOINTMENT

 

W. Scott Bias, Commissioner, moved to approve the appointment of Roger Sansom as a Commissioner to the Salt Rock Water Public Service District, to fill the unexpired term of Paul D. Gill, for a term beginning April 8, 2005, and ending December 31, 2006.  Nancy Cartmill, Commissioner, seconded the motion and the vote was unanimous.  Exhibit (D)

 

#120                            RESOLUTION, CABELL COUNTY COMMISSION

 

                                    RE:  ADOPTION OF A RESOLUTION TO ALLOCATE

                                            CABELL COUNTY HOTEL OCCUPANCY TAX FUNDS

                                            TO HUNTINGTON EARLY CHILDHOOD COUNCIL

 

Glenn White, County Manager, explained that the county had adopted a policy in 2003 on the distribution of the Hotel Occupancy Tax and that anyone requesting funds must submit a request before the budget was approved. Mr. White went on to say that if a new request should come after the approval of the distributions, the request must then be approved with a resolution.

Mr. White stated that the request from the Huntington Early Childhood Council would pay for a trolley driver to transport participants from the Early Childhood Council Conference, around the City of Huntington, which would promote tourism. 

 

Nancy Cartmill, Commission, asked if the Huntington Early Childhood Council met the guidelines that were required.

 

Mr. White stated he believed they would meet the guidelines, however, the Commission could make the approval of the funds contingent upon receiving eligibility documentation.

 

W. Scott Bias, Commissioner, moved to approve the resolution allocating $265.00 for the Huntington Early Childhood Council, subject to the required documentation.  Nancy Cartmill, Commissioner, seconded the motion and the vote was unanimous.  Exhibit (E) 

 

#121                            RESOLUTION, CABELL COUNTY COMMISSION 

 

                                    RE:  ADOPTION OF A VEHICLE UTILIZATION POLICY

 

Nancy Cartmill, Commissioner, moved to approve adopting a vehicle utilization policy.  W. Scott Bias, Commissioner, seconded the motion.

 

Commissioner Cartmill stated she would like to see the policy go further to include talking on cell phones while driving in county vehicles or on county business.

 

Glenn White, County Manager, stated this would need to be researched and perhaps made into a separate policy.

 

Robert L. Bailey, President, stated he would like to see a policy that addressed smoking in county vehicles.

 

W. Scott Bias, Commissioner, moved to amend the motion to have the policy go into effect May 1, 2005.  Nancy Cartmill, Commissioner, seconded the motion and the vote was unanimous.

 

Adell Chandler, Circuit Clerk, stated she would like for the Commission to amend the mileage policy.

 

Glenn White, County Manager, stated he was in the process of working on a travel policy and with the permission of the Commission he would pass the policy around for comments and maybe have the policy ready for approval at the next meeting.

 

President Bailey called for a vote on the motion to approve the vehicle utilization policy with the effective date amended to May 1, 2005 and the vote was unanimous.  Exhibit (F)

Robert L. Bailey, President, informed the Commission he received a letter from Delegate Greg Howard regarding a bill he introduced in the legislature concerning the Regional Jails and that he stated in his letter he did not think there would be any help from the other Delegates.

 

President Bailey also told the Commission he received a letter from Betty Sargent, Mayor of Milton, regarding annexation to the Putnam County line.

 

 

President Bailey informed the Commission that Adelphia Cable Company had requested a meeting with the Commission to discuss their franchise renewal.
