SPECIAL COMMISSION MEETING

Nancy Cartmill, President, called the special meeting of the Cabell County Commission to order at 10:00 a.m.

 

President Cartmill informed the Commission the only item on the agenda was to approve the purchase of an insurance policy for the county. 

 

President Cartmill asked if the Elected Officials had adopted an employee handbook that was required by the insurance companies.

 

Glenn White, County Manager, stated that all Elected Officials had provided documentation that handbooks were completed and that the handbooks would be handed out and signed by each employee before April 22, 2004.

 

Mr. White informed the Commission that Accordia Representative, Debra Johnson, had confirmed that Scottsdale would provide coverage for Worker’s Compensation claims.

 

Mr. White stated the Commission needed to make a decision today about purchasing an insurance policy from St. Paul or Scottsdale and whether they would like to include the option on the terrorism coverage in that policy.

 

Mr. White informed the Commission that the premium on the Scottsdale policy was somewhat higher then St. Paul’s, but Mr. White said Ms. Johnson believed that Scottsdale had made an error in their calculation and she would work with them on this matter if the Commission should go with Scottsdale.

 

Mr. White stated there were several differences between the two policies and explained that one difference being St Paul’s plan was lower than Scottsdale by about $4,673.74 and that the Scottsdale policy did not have a payment plan, therefore, there would be a financing cost of approximately $5,000.00; bringing a total difference of approximately $9,700.00 between the two policies if Scottsdale’s calculation was correct.

 

Mr. White stated he was very concerned about the Employment Practice Liability Coverage Plan in the St. Paul’s policy and stated he did not believe it would be enough coverage for the county.  Mr. White further stated he believed the Scottsdale policy would provide the best coverage in the Employment Liability Coverage.

Mr. White recommended the Commission consider the Scottsdale policy, with the understanding that Ms. Johnson would seek adjustment on the coverage for terrorism.

 

After much discussion about the option on the terrorism coverage, L. D. Egnor, Commissioner, moved to approve purchasing a policy from Scottsdale, with the understanding that the coverage on terrorism may be modified by further negotiations on the quote.  Nancy Cartmill, President, seconded the motion.

 

Commissioner Bailey asked Ms. Johnson the cost of the coverage on terrorism in the Scottsdale policy. 

 

Ms. Johnson replied it was currently $18,283.00, however, there was a great possibility that amount was not correct.

 

President Cartmill, President, stated a motion had been made and seconded to approve purchasing a policy from Scottsdale and the vote was as follows:

Commissioner Bailey requested the record show he voted against the motion because of the $18,000.00 cost for coverage on terrorism.
