PROCEDURE FOR OBTAINING A BUILDING REGISTRATION CERTIFICATE AND FLOODPLAIN PERMIT
Cabell County requires that prior to construction, reconstruction, demolition, renovation, room addition, substantial alteration, or relocation of any building or structure a Building Registration Certificate and/or a Floodplain Permit be obtained from the county’s Floodplain Administrator (unless the cost is less than $10,000, and the structure is not located in a floodplain).
This requirement is to ascertain that the project is not in the floodplain and to ensure that if the project is in the floodplain that all work is in compliance with the rules and regulations of the Federal Emergency Management Agency (FEMA). Cabell County is a member of the National Flood Insurance Program and therefore must comply with FEMA regulations.

Your property must be reviewed to determine if it is in the floodplain prior to any work being started. You can do this by contacting the Floodplain Administrator. (Flood maps are available at www.fema.gov/hazard/map, but location must still be verified by the Floodplain Administrator).
BUILDING REGISTRATION CERTIFICATE
If it is determined that work is not in the floodplain, you will need to submit the following information to obtain a Building Registration Certificate:
1. Submit a completed application;
2. Provide a detailed site plan;
3. Provide a floor plan;
4. If a contractor is involved, provide a copy of WV Contractor’s license;
5. Provide license of manufactured housing dealer if purchasing a mobile home;
6. Health Department permit if
new septic system is being installed and public sewer is not available.
7. Provide a copy of construction contract.
FLOODPLAIN PERMIT
In addition to the requirements for a Building Registration Certificate, an elevation certificate must be submitted with the application for a Floodplain Permit. An elevation certificate is usually prepared by surveyors, engineers, or architects. Information is available at: www.fema.gov/business/nfip/elvinst.shtm .
A mobile home requires engineered design specifications. This information may be available from the dealer. An engineer can also provide this information.
FEMA requires a flood proofing certificate for non-residential structures (for example a business, barn, or garage). Contact an engineer or go to http://www.fema.gov/plan/prevent/fhm/dl_fpc.shtm.
FEES
The permit fee is $10 for the first $1000 of the project cost and $1 for each additional $1000 of cost. Make checks payable to the Cabell County Commission.
